In 1973 graduated from Moscow Institute of International Relations. Fluently speaks German, Greek, English, Turkish and French languages. Holds diplomatic rank as the Ambassador Extraordinary and Plenipotentiary, conferred on him in July 2004.
Mr. Osadchiy has been with the diplomatic service since 1973. He has significant experience in the Foreign Ministry's central office of USSR, Russia and abroad. In 1997-1999 served as Consular General in Hamburg ( Federal Republic of Germany). In 1999-2000 served as Consular General in Istanbul ( Turkey). In 2001-2004served as Director of the Personnel Department of the Ministry of Foreign Affairs of the Russian Federation, member of the Governing Board of the Ministry of Foreign Affairs of Russia. In 2004-2010 served as the Ambassador of the Russian Federation to the Republic of Austria.
In 2010-2013 served as Director of the Security Department of the Ministry of Foreign Affairs of the Russian Federation, Member of the Ministry of Foreign Affairs of Russia.
By the decree of the President of the Russian Federation of 3 June 2013, Mr. Osadchiy was assigned as the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Cyprus.
